EU's EUR 3 Parcel Duty Halved Small China Parcels — What It Means for Custom Cuban Jewelry Buyers

Europe just ran a live experiment on cheap parcels, and the numbers came back fast.

Since July 1, 2026, the EU charges a flat EUR 3 customs duty on low-value parcels worth up to EUR 150 — the kind that used to slide in duty-free. According to customs data compiled by Euronews on September 14, Belgium saw 53% fewer small-parcel declarations in July than a year earlier, and Dutch customs counted 46% fewer e-commerce declarations, most of them from China. Those two countries handle almost half of the low-value parcels entering the EU from outside.

The parcels did not all vanish. Big platforms are shipping in bulk to warehouses inside the EU and posting from there. And there is a second shoe: an EU-wide handling fee on small consignments is due no later than November 1, 2026.

So what does that mean if you are in Berlin, Lyon or Rotterdam and you just want one Cuban chain in the right length?

The ten-parcel habit just got more expensive

The old move was: order a necklace here, a bracelet there, a spare clasp from a third seller. Three parcels, three customs events. Under the new rule the duty is charged per product category in each parcel, so every extra little box is another line on the bill — and from November, possibly another handling fee on top.
